Advanced nuclear
development in Southeast Ohio.

Elementl Power is developing an advanced nuclear power project of up to 1.5 gigawatts (GW) in Letart Township, Meigs County, Ohio.

Elementl has signed an Early Works Agreement with GE Vernova Hitachi Nuclear Energy to utilize the company's BWRX-300 small modular reactors (SMR) for the project, making it among the first new SMR projects in the United States.

The nearly 700-acre site sits along the Ohio River, approximately 100 miles southeast of Columbus. Elementl has an agreement with American Municipal Power (AMP) to purchase the property.

As a private development project, Elementl will finance the cost of the proposed plant and it will not be funded through electric customer rates. As an early development step, Elementl filed a transmission interconnection request with PJM Interconnection in April 2026 for the first 600 megawatts (MW) of the potential plant's output.

This project will require multiple permits and regulatory approvals from several state and federal agencies, including the U.S. Nuclear Regulatory Commission (NRC) and the Ohio Power Siting Board. Should Elementl proceed with a final investment decision, construction on the first unit could begin as early as 2030, with an anticipated completion date of 2034, subject to regulatory approval.

Our intention is to build a next generation nuclear plant that will be in operation for decades, and building projects that endure starts with building trust and relationships that will endure.

We have met with the Letart Township Trustees and Meigs County Commissioners in person and look forward to continuing those conversations. We also plan to hold an open house for the community in the late summer/early fall to share more about the project, answer questions directly, and highlight the benefits this project could bring to Meigs County and the wider region, including the jobs and the long-term economic impact.

We also intend to explore partnerships with local education providers and skilled trade organizations to understand workforce needs and opportunities in the region, consistent with the project's potential scale.

Economic impact

A potentially significant, long-term regional economic presence.

If constructed, a nuclear facility of this scale would represent a significant and long-term economic investment in Meigs County and the surrounding region in southeast Ohio.

Nuclear power plants of this type typically support thousands of construction jobs at peak activity and hundreds of permanent, well-paying operational positions once online, with wages running more than double the national median across all industries, according to the Nuclear Energy Institute.

Beyond direct employment, plants of this scale have historically been among the largest contributors to local economies, generating sustained revenue for schools, public services, and infrastructure for the life of the facility, which can span 40 to 60 years or more. The indirect economic effects, through worker spending, housing, and local services, amplify that impact further across the regional economy.

Elementl has signed an Early Works Agreement to utilize GE Vernova Hitachi Nuclear Energy's BWRX-300, a design built on more than 65 years of proven boiling water reactor experience, reengineered for next-generation deployment.

The BWRX-300 uses readily available fuel, with multiple overlapping safety systems, and a simpler design that relies on natural circulation with fewer mechanical components, which reduces complexity and increases reliability.

Zero Carbon Generation

Nuclear produces no carbon emissions during electricity generation, providing reliable around-the-clock clean power that complements variable renewable sources on the grid.

Significantly Smaller Footprint

Requires approximately 90% less land and 50% less concrete per megawatt than conventional large reactor, making siting and construction more efficient.

Proven & Advancing

The first BWRX-300 is under construction at Ontario Power Generation's Darlington site in Canada, targeting commercial operation by 2030. The U.S. Nuclear Regulatory Commission is also reviewing Tennessee Valley Authority's application to build the first BWRX-300 in the U.S. The reactor is also planned for deployment in Poland and Sweden.

Safe

The 94 nuclear reactors operating across 28 U.S. states have a strong safety record under strict NRC oversight. No facility may be built or operated without completing the NRC's full multi-year licensing review. The BWRX-300 can maintain safe conditions for seven or more days following a station blackout without electrical power, active pumps, or operator action using natural circulation and gravity-driven flows. Critical valves are engineered to default to their safe position and remain there without powered equipment or human intervention.

Common questions.

  • We have an agreement in place to purchase the property from AMP, have filed an interconnection request with PJM, have selected the technology and we're working to source an EPC contractor. Our preliminary work over the past year gave us confidence in the site and work we're doing now will allow us a greater understanding of the specifics around the site and inform the project costs before committing to full development.
  • This is a private development project. Elementl and its investors will finance it. If constructed, the plant will not be funded through customer electric rates.
  • The project would require approvals from multiple federal and state agencies, including the NRC and the Ohio Power Siting Board. PJM Interconnection must also approve our transmission interconnection request.
  • U.S. nuclear plants are among the safest and most secure industrial facilities in the world. They are designed, built, and operated according to rigorous safety standards and use redundant layers of protection to ensure safe operation.

    The BWRX-300 technology uses the same proven, safe engineering principles that are in use for reactors that are in operation in the U.S. and all over the world. It also uses readily available fuel, incorporates passive safety systems, meaning it can maintain safe conditions without external power or active operator intervention during certain emergency situations. The design relies on natural circulation and fewer mechanical components, which reduces complexity and potential failure points.

    Nuclear does not emit greenhouse gases while generating electricity.

    While final plant requirements will be determined during the engineering design phase, the project will be required to meet all state and federal environmental standards. Our current studies are designed to rigorously assess all environmental factors before any development decision is made.

    As is the case for every nuclear plant in the U.S., the spent fuel generated by the facility would be safely and securely stored on-site in dry casks in compliance with the requirements of the NRC.
